Tajikistan will build four new cement plants in the face of cement shortages and price hikes

The President of Tajikistan, Emomali Rahmon, has instructed that measures be taken to fully supply domestic markets with domestically produced cement. According to the instructions, in the next 2-3 years, four new cement plants are planned to be built and put into operation across the republic. The total production capacity of the enterprises will reach approximately 6 million tons of cement per year. It is expected that the implementation of this project will achieve:

- Double the domestic cement production;

- Fully meet domestic demand;

- Ensure stable and reasonable supply of building materials.

In addition, the report states that these new enterprises will create approximately 5,000 jobs. At the same time, Tajikistan is preparing emergency measures to stabilize the cement price.

The president has instructed to urgently solve the problem of the increase in cement prices.

At the government meeting on May 28th, Emomali Rahmon instructed to prepare measures as soon as possible to stabilize the situation in the cement market. The responsible department has one week to formulate a solution plan.

According to the information released at the meeting, the production capacity of the cement industry has significantly increased in recent years. If in 2014 Tajikistan produced approximately 300,000 tons of cement annually, the current figure has exceeded 5 million tons. However, despite the increase in production, there are still disruptions in domestic market supply and product prices are rising. The main reasons include insufficient coordination among enterprises, insufficient utilization of production capacity, weak market control, and activities of distributors. It was also noted that some factories suspended maintenance during the construction peak season, further exacerbating the situation. The authorities believe that unreasonable price hikes in individual cases are related to the behavior of intermediaries and distributors.

Emomali Rahmon emphasized that further increases in cement costs may have a negative impact on housing construction, the implementation of social facilities, and the speed of national economic development. The president instructed the Ministry of Industry to ensure the full operation of cement plants and market control, while the Antimonopoly Bureau was to supervise the activities of intermediaries and retail chains. Multiple ministries and departments are responsible for logistics, energy supply, and stable supply of cement. The National Reserve Zone and Tajik Matulobot were instructed to organize the sale of cement in remote areas.

 

The price of cement has risen nationwide

Previously, Asia-Plus reported that the price of cement in Tajikistan had risen significantly, and there was a shortage of the product in several regions.

Over the past week, in Dushanbe, the price of a bag of cement has risen from 50 to 70-75 somoni. Products in the construction market are constantly arriving and quickly sold out. Similar situations have also occurred in the Hatrol and Suged regions, with prices varying depending on the manufacturer, reaching 75-85 somoni per bag.

The shortage in Horog is particularly severe - local residents say there has been almost no cement in the market for a month, with the cost per bag reaching up to 90 somoni. Sellers and market participants attribute the price increase to factory maintenance, high construction demand, reduced supply, and increased exports to Afghanistan. Meanwhile, manufacturers claim that the selling price has not significantly increased, and the price increase is mainly related to middlemen and distributors.
